Posted by the American Library Association, Great American Public Libraries: HALPR Ratings 2000 is the latest edition of the HAPLR index, which uses measures calculated from the Federal-State Cooperative System (FSCS) to determine rankings of the 50 best American libraries in 10 different population size categories. The report also gives the average ranking for each of the 50 states with many of the Midwestern states, including Ohio, Indiana, and Illinois doing surprisingly well.
