Resources For the Future (described in the
August 28, 1998 Scout Report) posts these discussion papers (.pdf files, from 1995 to present) summarizing preliminary results of research in progress. Intended for an academic audience, the papers are circulated by their authors "to stimulate thought, discussion, and debate of important environmental and natural resources issues, and have not undergone formal peer review." Papers include "The Chesapeake Bay and the Control of NOx Emissions," by Alan Krupnick and others (627 KB); "Forest Service Vision: or, Does the Forest Service Have a Future?" by Roger Sedjo (61 KB); and "Jobs Versus the Environment: Is There a Trade-off?" by Richard Morgenstern and others (153 KB).
