In September 1989, President George Bush met with the nation's governors in the first National Education Summit. In the wake of the summit, six National Education Goals (later expanded to eight by Congress) for the year 2000 were adopted. Released last week, the 1999 National Education Goals Report reveals that these goals will not be met, but the report does indicate that many states have made steady improvement on the 34 state indicators that measure progress toward the goals.
