The Carnegie Non-Proliferation Project has recently placed online a working paper which examines "Russian security priorities in the post Cold War Period from 1992 onwards and assesses their implications for international security." Written by Dr. Alexander Pikayev, former chief counselor of the State Duma Committee on Defense (1996-97) and member of the Subcommittee on Arms Control and International Security (1994-95), the paper examines the START II nuclear non-proliferation and disarmament meetings and explains to a non-Russian audience why the treaty has languished in the Duma.
