This latest recommendation from the World Wide Web Consortium (W3C) (last discussed in the
May 7, 1999 Scout Report) provides XML authors with a wider range of design and display options. As with all W3C recommendations, the W3C endorsement indicates that "a specification is stable, contributes to Web interoperability, and has been reviewed by the W3C membership, who favor its adoption by the industry."
