Begun in 1999, the Justice and Home Affairs mandate is "to ensure that the whole European Union is an area of freedom, security and justice." Within its overall structure, the organization has seventeen policy units, including those dealing with immigration and asylum, civil justice, and the coordination of anti-drug policies.
