Authors Steven Lutzky, Lisa Maria B. Alecxih, and Ryan Foreman of the Lewin Group suggest that states require premium reviews by an actuary with training in long-term care insurance, review the process used to set the premiums, and offer consumers comparative rate guides as well as information regarding insurance companies' rate increase histories.
