This new report by Mary Naifeh of the Department of Commerce's Census Bureau uses seven measures to examine the dynamics of US poverty from 1993 to 1994. The report concluded that poverty was primarily a transitory condition for thirty percent of the Nation's population, and a chronic condition for five percent. Episodic, chronic, and average monthly poverty measures also indicated that individuals living with a "female-householder" had the highest poverty rates of any demographic group, with 48.4 percent, 17.8 percent, and 39.8 percent, respectively.
