What is civic engagement? It is the cumulative effects of processes by which private and public organizations interact with members of society. The staff of the Woodrow Wilson International Center for Scholars is intimately familiar with such processes, and this working paper from Octavio Rodriguez Ferreira looks into the role of civil society in reforming criminal justice in Mexico.
